New Lovettsville Community Center Process

Loudoun County made a presentation to the Town Council on April 3, 2014. The purpose of the presentation was to get input from the Mayor and Town Council on a set of revised architecture designs. If you missed the presentation you can view the proposed plan and designs HERE .

At their meeting on April 10, Town Council reviewed and discussed the three design options.  The Council voted to recommend option #2 (or option B) for construction by the County.  They felt this option was the best design to incorporate the traditional architecture of the former school that was located on the site, along with new design elements that would create an attractive public building that will serve Lovettsville and the surrounding community for many years to come.  The Council also recommended that the County also build .

The Lovettsville Planning Commission held a public hearing on April 23 at the Lovettsville Community Center beginning at 7:30pm to consider the request from Loudoun County to continue using the site at 57 East Broad Way for the Community Center use.  The Planning Commission recommended in favor of the continued community center use at this site.  A copy of the DRAFT conditions recommended by Town staff and the Planning Commission are available HERE.  These recommendations will be forwarded to the Town Council for their consideration.

The next step is for the Town Council to hold a public hearing on the request at their meeting on Thursday, May 8, 2014.  The meeting has been moved to the Community Center because of the anticipated public participation.

If you have any questions or comments about the overall Community Center Construction Project, please email the County project manager directly at

Drinking Water Boil Recommendation Removed:
After further consultation with the Virginia Department of Health: Office of Drinking Water, the Town is no longer recommending the need to boil drinking water.

On Saturday, March 1st 2014, the Lovettsville water system experienced a short disruption in service caused by extremely low pressure in the water distribution system.  Out of an abundance of caution, the Town and its operator, Loudoun Water, recommended boiling drinking water as a mater of protocol until the sample test results were received following the refilling of the elevated tank.  At no time was there any foreign contamination of the system, nor were any of the Town's wells or water treatment at the filter buildings compromised.  Virginia Department of Health officials have since determined that there was not sufficient cause for the boil water notice and recommend that the Town rescind the earlier recommendation.  The Town's water continues to be safe and clean.  All systems are operating normally.  Please contact the Town at 540-454-9750 if you have any specific questions or concerns.

Smoke Testing Scheduled for September 11 and 12

Smoke Testing on the Sewer Collection System is scheduled to be conducted on September 11 and 12,  contingent on the weather.  The work will take place between the hours of 8:00 AM and 5:00 PM.  Residences on the following streets may be affected by the activities:

• S. Loudoun Street
• S. Locust Street
• E. Broad Way
• Park Place
• Light Street
• E. Pennsylvania Avenue
• S. Church Street
• Frye Court

If time allows additional segments behind North Berlin Pike and Mills Court and Millhoven Drive may also be tested.

Residents may notice smoke coming out of the ground, at a manhole or lateral cleanout or even from sewer vents in their house.  A machine to generate the smoke will be placed on top of a manhole.  Residents and motorists should note that lane closures or even temporary road closures may occur while the machine is set up. Town employees as well as CHA employees, the Town’s consultant for the testing, will be posted to monitor the device as well as note any locations where smoke is noticed.

The white/gray smoke used is non-toxic, non-staining, has no odor and creates no fire hazard and will be pumped into the sewer lines. Escaping smoke will identify breaks in the lines and/or other inappropriately plumbed connections to the Sewer Collection System.

Notices have been placed on the doors of homes expected to be directly affected to provide more information. Residences in the areas are encouraged to pour a gallon of water into each sink and floor drain prior to the smoke testing.  If smoke enters a home, there is good reason to assume that the home is not properly vented and that dangerous sewer gases may also be entering the home.  If a home is properly vented, no smoke should enter the home.

If there is any individual in a home in the affected area who has respirator problems and/or is immobile, please call the Town Office at (540) 822-5788 by September 9, 2013 to register as a House of Special Concern in order to schedule activities in your area.

If there is too much rainfall, the moisture in the earth could prevent the passage of smoke to the ground surface thus affecting the test results. Thus depending on the weather, there is a possibility that the smoke testing could be postponed until dry weather is back.

The Town appreciates everyone’s support during this effort. If any problems arise, please contact the Town Office immediately at (540) 822-5788.

Lovettsville Awarded $426,000 in Grant Funds for Bike Path Project
Work continues on the design and permitting of the Lovettsville Bike and Pedestrian trail to be located on the west side of Berlin Pike within the incorporated limits of Lovettsville. The Trail has been a wish list item for the Town since back in the 90’s and finally with the newest award of $426,000 in additional grant funds from the VDOT Enhancement Grants, Phase I of the Bike Path can move forward into the Right of Way acquisition phase and then construction. Phase I will extend from the Town Center south to a point where the Heritage Highlands Subdivision plans to install Bike Path along their frontage. The Virginia Department of Transportation is administering the Bike Path project on behalf of the Town. A Public Hearing following the requirements of the grant funding was held in April of 2012, fulfilling a major milestone for the project. Once the detailed design work is completed, the project will enter into the Easement Acquisition phase in the fall of 2012 with construction expecting to occur in 2014.

UPDATED: Smoke Testing May Not be Completed this Fall.

The sewer line smoke testing may have to be postponed until next summer because we don't have dry weather. If it is dry for the next week, it may be possible to complete it before the end of the month. If more rain occurs, the testing will likely have to be postponed until the spring.
Unfortunately, the smoke testing is only successful if the ground water table is low and the soil is dry so the smoke can pass easily through the ground. The regular rain events from July through September, 2012 added enough moisture to the ground that the smoke testing would likely not be effective.

The Town will be flushing the waterlines throughout the Town on Friday, April 25, 2008, between 1:00 a.m. and 5:00 a.m.  The annual flushing of waterlines is necessary to remove iron, and manganese that can build up in the pipes.  During the flushing the Town asks that residents reduce water usage, however water service will still be available.  After the flushing you may temporarily experience discolored water; if so, run you COLD water for several minutes until the water clears.  If you have any questions, please contact the Lovettsville Town Hall.
