Dear Customer, below is important information about changes in the Town’s office procedures related to the Coronavirus pandemic, the temporary suspension of disconnections and late fees, conserving water usage, what not to flush down the toilet, as well as upcoming changes to the Town’s water and sewer billing cycle from quarterly to monthly.

The Town Office is currently closed to the public due to the Coronavirus outbreak; however, you can pay your bill online by credit card, by mail, or by using the drop box at the Town Hall.
Pay Your Water and Sewer Bill with a Credit Card Online
The Town of Lovettsville has partnered with Official Payments to provide online debit card and credit cards payments (VISA, Mastercard, and Discover) for utility bills. Pay with a Credit Card Here and you will be redirected to the secure Official Payments site. You will need your account number and the amount due.
Other Forms of Payment
The Town accepts payment by check or money order. Make checks payable to the Town of Lovettsville.

Payment drop boxes are located on the front door of Town Hall and in the parking lot, behind the Museum.
CARES Act Grant Voucher
The Town of Lovettsville will be receiving Coronavirus Aid, Relief, and Economic Security (CARES) Act funding. The Federal guidelines for the CARES Act funds require showing or explaining a hardship because of COVID-19. The Town Council has set aside $45,000 for essential services (water and sewer bills).
The next Town Utility bill or water and sewer bill will have a Grant Voucher slip of paper included. Please fill out the Grant Voucher and explain your hardship (i.e. working from home, kids home from school, etc.) and submit back to the Town no later than Friday, December 4, 2020 to receive a grant of $45 per account.
No Disconnections, Late Fees, or Penalties During Coronavirus Local Emergency
The Mayor and Council recognize the difficult economic times many residents are now facing. The Council declared a local emergency due to the Coronavirus outbreak and have implemented the following measures to help our residents during these uncertain times:
- There will be no disconnections while the local emergency is in effect.
- The Town will waive all late fees and interest incurred after March 16, 2020 and until the emergency is over.
Please Conserve Water Usage
Please be mindful that if members of your household are spending more time at home due to the Coronavirus outbreak, they may be using more water than normal. This could result in an increase in your usage during the month. Please try to conserve your family’s water usage to prevent a possible increase in your water bill.
Think Before You Flush!
Many people are using disinfecting wipes and paper towels to sanitize their homes, but please do not dispose of these products in the toilet. They do not break down like toilet paper and can clog your pipes and the Town’s sanitary sewer system.
Town Transitions from Quarterly to Monthly Billing
In response to many residents’ concerns about quarterly water/sewer bills, the Town is moving to monthly billing. The intent is to make it easier for residents to budget and pay for water and sewer services on a monthly basis; rather than quarterly, which can result in bills that fluctuate significantly between billing cycles. The change to monthly billing will be phased in over a three-month period (May-June) for each of the Town’s customer service areas. All customers will be on a monthly billing cycle as of July 2020. Bills will be mailed by the first of the month and will be due 25 days after the bills are issued.
Real Estate Tax
Beginning in 2019, the Loudoun County Treasurer’s Office began billing and collecting real estate taxes for several incorporated towns in Western Loudoun, including the Town of Lovettsville.
All Town real estate taxes collected by the County will be returned to the Town via monthly payments, minus a 1.15% collection fee.
Payment of Incorporated Town Taxes
Residents and businesses will receive consolidated bills that include both county and town taxes as separate line items. Taxes will be billed in two installments per year (June and December).
A single payment should be made to the county by the applicable due dates of June 5 and December 5. Tax payment options and details can be reviewed here.
- Checks: Submit one check payable to County of Loudoun.
- Online: Tax accounts will show both county and town taxes. Online payments will be made through Loudoun’s online tax portal for both county and town taxes.
Payments should reference the Loudoun County real estate tax account number. Town tax account numbers will not be used for processing payments.

Annual Business License
All businesses located in the corporate limits of Lovettsville must have an annual business license. This includes home-based businesses. New home-based businesses must complete a Home Occupation Permit before a business license can be issued. Click HERE for a application for a Business License Application for in-town businesses. Due to COVID-19, the Town has extended the due date for 2020 Lovettsville Business Licenses to August 15, 2020.
Construction trades with offices located outside of Lovettsville, but doing work within the Town, are also required to have a current business license. There is no fee for these companies doing $25,000 or less in work in Lovettsville. Click HERE for an application Business License Application for out-of-town Contractors.
All businesses that serve prepared food, beverages or both are subject to a 3% Town meals tax collected at the point of sale. The meals tax is remitted to the Town on the 20th of the month following the month the tax was collected. Contact the Town Office to receive Meals Tax Return forms as needed.
