Description

PROJECT DESCRIPTION:         
Improvements include sidewalks, curb, gutter, streetlights, storm drainage, on-street parking spaces and landscaping.

PROJECT BOUNDARIES:         
East Broad Way: Park Place to South Church Street

DEFICIENCIES AND NEEDS:    
The project addresses walkability, storm water management and drainage, and other streetscape elements to improve the pedestrian and vehicular safety of the roadway.

GOAL ADDRESSED:    
Comprehensive Plan Chapter 7- Goals 1 and 2: Policies support improving existing streets to meet VDOT standards and to resolve drainage and other issues including the addition of pedestrian facilities and improved bicyclist safety. 

Status Updates

PROJECT STATUS:      
100% design plans have been approved by VDOT. All property rights have been obtained. Dominion has set 5 new poles, and the dry utilities have begun relocation.

NEXT PROJECT MILESTONE
Construction is expected to begin mid-to-late spring 2025.

PROJECT STATUS: 
Construction contract has been awarded to A&M Concrete Corporation in the amount of $2,120,169.70 per resolution 2025-02-0004.  A&M is in the process of obtaining all permits and beginning to order materials and supplies.  Notice to proceed is pending, however, A&M will be initiating mobilization in May.  Dominion power and Verizon have relocated facilities in the work zone and have pulled 5 of 6 old poles. Staff is initiating parking enforcement in order to advise residents of pending construction start.  Priority One plumbing has been hired to initiate sanitary sewer lateral inspections in the work zone.  Volkert will provide CEI services for the project to enhance staff inspection and federal funding documentation requirements. A pre-construction conference will be set in May to kick off the construction timeline, which is expected to last 6 months.  

NEXT PROJECT MILESTONE
Notice to proceed is pending A&M Concrete Corporation materials delivery, which is expected in May 2025

PROJECT STATUS: 
The pre-construction kick-off meeting was held via Teams on May 27, 2025 with members of VDOT, Volkert, A&M Concrete Corporation, and the Town present.  Dominion/Verizon have one pole to remove for final dry utility relocation completion.

NEXT PROJECT MILESTONE
Notice to proceed is tentatively set for June 9 pending A&M Concrete Corporation watermain and materials parts and pieces delivery, which is expected by the beginning of June 2025.

Sewer lateral inspections have been completed for the homes where the lateral crosses the water main and storm drainage in order to preemptively identify needed repairs or replacements. The completed inspections have not yielded any identified issues with the laterals. Homeowners have been notified and have been complimentary about the Town’s proactive approach.

The construction has technically begun this week, but the contractor is experiencing some infrastructure delivery delays that is pushing the active construction out a week or two more than anticipated. In the coming weeks, the contractor will put in place erosion and sediment controls, test pitting of the water main and cutting of the asphalt. 

The watermain is to be replaced first, with the storm drainage infrastructure being installed thereafter. 

TRAFFIC PATTERN NOTICE

As part of the upcoming initial phase of the East Broad Way Phase 2A Streetscape Improvements Project, the following traffic pattern changes will be in effect beginning as early as Tuesday, July 8, 2025:

  • East Broad Way will become one-way westbound only between Church Street and Park Place.
  • East Pennsylvania Avenue will become one-way westbound only between S Light and S Church Streets. (Pending VDOT approval)
  • The South Loudoun Street and South Light Street intersections will be closed to through traffic and inaccessible.
  • Please follow Detour Signage. 

These changes are necessary to safely support construction activities in the area, including watermain upgrades, storm drainage, and streetscape improvements.

We understand this may cause temporary inconvenience and appreciate your cooperation and patience as we complete these important infrastructure upgrades.

WATERMAIN INSTALLATION NOTICE

As part of ongoing construction associated with the East Broad Way Phase 2A Streetscapes Improvement Project, the Town of Lovettsville is notifying residents of intermittent water service disruptions that are scheduled to take place between July 29 through August 8, 2025.  The estimated time of disruption will be between 9:00 a.m. to approximately 3:00 p.m. daily (Monday through Friday). 

Impacted areas include: East Broad Way (from S Church Street to Park Place) as well as North Light Street and North Church Street.

Bottled water is available upon request for those residents that may be inconvenienced due to the temporary watermain shutdowns.  Please contact Town hall for at (540) 822-5788 and we will arrange for delivery or pick-up. 

WATERMAIN INSTALLATION UPDATE NOTICE

The Town is pleased to inform that the watermain infrastructure proposed along the East Broad Way corridor has been completed. At this time, no further scheduled water interruptions are expected, however, there is always a possibility of an unforeseen water service interruption due to unexpected circumstances that may arise during ongoing construction in the area.

 

The Town’s contractor, A&M Concrete has completed phase 1 of the project on the southside of E. Broad Way.  Phase 2 of the Management of Traffic (MOT) plan commended today that shifts the lane closure to the northside of E. Broad Way.  Beginning Friday,  September 26, E. Broad Way will convert back to two-way for the duration of the Oktoberfest on September 26-28, 2025.  The lane closure will be reinstated on Monday, September 29, 2025 and the traffic pattern remains westbound only until the completion of the construction. 

In addition, the planned improvements on S. Church Street in conjunction with E. Broad Way improvements is anticipated to start within the next month. With the projects running concurrently, the completion of E. Broad Way will allow the implementation of the one-way traffic on S. Church Street, S. Light Street and E. Pennsylvania Avenue. The completion of E. Broad Way, S. Church Street and the signage/road marking for one-way traffic is anticipated for mid-November.

In preparation for this year's Lovettsville Oktoberfest to be held Friday, September 26th through Sunday, September 28th, E Broad Way is now open in both directions through Sunday, September 28th. Construction will resume on Monday, September 29, 2025 reverting back to west bound only traffic on E Broad Way. 

Construction resumes today following Lovettsville Oktoberfest. The eastbound lane of East Broad Way is now closed. Traffic resumes westbound only. While continuing westbound only, lanes will shift throughout the week while construction is in progress. Please follow posted signage for detours and use caution in the area.

Weather permitting, the East Broad Way Phase 2A Streetscape Improvement Project is expected to be completed in the coming weeks. 

As the project enters its final stages over the next few weeks, please note the following important information: 

All entrances along the north side of East Broad Way are scheduled to be poured on Monday, October 13th, weather permitting. No vehicles will be allowed to drive on the entrances during the required 72-hour concrete curing period. Businesses and residents along this side of the street will need to park elsewhere if vehicle access is required. Alternative parking is available at Town Hall (6 East Pennsylvania Avenue). 

 

 

East Broad Way is expected to reopen in both directions by Monday afternoon, October 27th, with construction moving to South Church Street as early as Tuesday. Construction will continue on South Church Street for approximately three weeks for improvements including curb and gutter, sidewalks, one-way striping and paving. Flaggers will be in place at Oktoberfest Way, Pennsylvania Avenue, and Broad Way to redirect traffic as necessary. 

Upon completion of improvements on South Church Street, milling and paving will commence on both South Church Street and Broad Way. Flaggers will continue to be in place for the duration of the project. Please use caution when driving in the area and consider using alternate routes as necessary. 

East Broad Way is now open in both directions with construction ahead of schedule. 

As early as Tuesday, construction will continue on South Church Street for approximately three weeks for improvements including curb and gutter, sidewalks, one-way striping and paving. Flaggers will be in place at Oktoberfest Way, Pennsylvania Avenue, and Broad Way to redirect traffic as necessary. 

Upon completion of improvements on South Church Street, milling and paving will commence on both South Church Street and Broad Way. Flaggers will continue to be in place for the duration of the project. Please use caution when driving in the area and consider using alternate routes as necessary.

NOTICE OF UPCOMING DIRECTION CHANGE
As construction on E. Broad Way and S. Church Street near completion, the following permanent traffic changes will begin on or about November 20th: 

- E. Pennsylvania Avenue (west of Locust St.) will become a permanent westbound one-way street.
- S. Light Street will become a permanent southbound one-way street. 
- S. Church Street will become a permanent southbound one-way street. 
- Oktoberfest Way will become a two-way street. 

Please use caution and obey all traffic signage as the new changes take effect. 

East Broad Way construction continues with milling and paving this week, which is expected to take up to three days. While in progress, East Broad Way will remain open but will be one lane. Flaggers will be in place to redirect traffic as necessary.  Please use caution when driving in the area and consider using alternate routes as necessary.

Paving operations have begun on South Church Street and will transition to East Broad Way. During operations, there will be limited to no access to South Church Street between East Broad Way and Oktoberfest Way. East Broad Way will remain open but will be one lane. Flaggers will be in place to redirect traffic as necessary.  Please use caution when driving in the area and consider using alternate routes as necessary.

A full width milling and paving of E. Broad Way was completed on November 19, 2025.  The last remaining aspect after the pedestrian and roadway work is the installation of nine replacement light poles.  The Town, as part of the project, is replacing 15 mailboxes with the same mailboxes as the Phase 1 improvements. 

Town staff is currently looking at dates and times to schedule a ribbon cutting ceremony to officially recognize the completion of the project.  The ceremony will be scheduled upon VDOT’s acceptance of the improvements. 

VDOT staff, Town staff, Volkert CEI staff and A&M Concrete Corporation staff met onsite December 3, 2025 for a preliminary walk through and punch list.  At this meeting, VDOT indicated that the project was substantially complete with a few minor issues to correct.  A C-5 letter was provided to VDOT on February 25, 2026 to signify completion of the project.  The VDOT signed C-5 is attached.  On March 30, 2026 the local residency VDOT staff returned to close the LUP-A and issued 3 minor punch list items to be remedied by A&M Concrete prior to completion of the LUP-A. 

Town staff is currently looking at dates and times to schedule a ribbon cutting ceremony to officially recognize the completion of the project.  The ceremony will be scheduled upon VDOT’s acceptance of the improvements.
