Dear Customer(s), please note the credit card convenience fee charged directly by the Town’s payment processor, Invoice Cloud, is anticipated to increase from 2.95% or a minimum of $2.95 to 3.15% or a minimum of $3.15 effective beginning September 1, 2023.

Payment Options

You can pay your bill online by credit card, e-check, by mail, by using the drop box, or in-person at the Town Office.

Lovettsville Town Code Regarding Delinquency and Service Disruption: Per Town Code Sections 38-48 and 38-50, if payments are not made within 60 days of any delinquent bill’s penalty date, the water service shall be subject to disconnection 10 business days after receiving a final notification from the Town of Lovettsville. Service will not be restored until the delinquent balance of all service charges, and penalty fees have been paid in full; or a payment plan agreement has been set up and approved by the Town Manager.

In addition, upon disconnection of service, a fee for disconnection of $30.00, and a fee of $30.00 for reconnection will be charged. The current amount due with penalty, plus the disconnection and reconnection fees must be paid prior to reconnection of service.

Utility Assistance Programs:

Town of Lovettsville: The Town will provide utility assistance for Lovettsville Town residents and businesses with Town utility accounts who meet certain income criteria and are experiencing financial hardship. The Town’s utility assistance program provides a credit that will be applied directly to your water and sewer account at the Town.  Please download and fill out the form below and submit it to the Town Offices with the proper attachments in-person at 6 E. Pennsylvania Avenue or via email to [email protected]  Once received, the Town will review and process the submitted form and, if approved, apply the appropriate credit to your utility account.

Catholic Charities of the Diocese of Arlington and Loudoun Cares, provides a Loudoun County funded program which makes direct payments to utility providers on behalf of Loudoun County residents. Residential customers, including those in the seven incorporated towns, can request support with paying their utilities up to $1,750. These utilities include electric, water, and gas bills such as propane, oil, or wood, if used for heating or cooking. Pay Your Water and Sewer Bill with a Credit Card or E-Check Online

The Town of Lovettsville encourages residents to register with Invoice Cloud to make Water and Sewer Bill payments.  Lovettsville residents now have several secure options for paying Water & Sewer bills, including one time pay and mobile pay.  You can register for an account by clicking here: Lovettsville Water and Sewer online. When registering your account, please be sure to provide the full account number, including the dash (ex: 00000-00). Utilizing Invoice Cloud for your monthly water and Sewer has many benefits to both you and town staff.  Invoice Cloud offers other features such as autopay, paperless billing, and pay by text.  You also receive 3 emailed reminder notices prior to your due date.  All payments post automatically to the Town’s billing software, eliminating time required for Town staff to manually post and deposit paper checks.

Payment drop boxes are located in the parking Town Hall parking lot behind the Museum.

Pay In-Person

Town staff can process payments at the Town Office located at 6 E. Pennsylvania Avenue, Lovettsville, VA 20180 during regular business hours of 8:30am to 4:30pm, Monday through Friday.  In-person payment methods include: cash, check, money order and credit card (no fees).

Water Usage Information 

Town of Lovettsville water Customers now have online access to their water usage information via the Get My Meter Info web portal.

As part of our ongoing efforts to improve services to our Customers, the Town of Lovettsville has upgraded our water system with AMI meters, and we now offer a portal to help you monitor your water usage, offering you direct and secure access to your water usage data.

The Get My Meter Info portal now offers web browser and smartphone apps to review and analyze your water usage patterns. With these tools, you are now able to view your usage activity and gain greater understanding and control of the amount of water you use. You are also able to establish alerts, including identifying potential leaks and abnormal increases in your water usage.

Please Conserve Water Usage

Please be mindful that if members of your household are spending more time at home due to the Coronavirus outbreak, they may be using more water than normal. This could result in an increase in your usage during the month. Please try to conserve your family’s water usage to prevent a possible increase in your water bill.

Think Before You Flush!

Many people are using disinfecting wipes and paper towels to sanitize their homes, but please do not dispose of these products in the toilet. They do not break down like toilet paper and can clog your pipes and the Town’s sanitary sewer system.

Real Estate Tax

The Loudoun County Treasurer’s Office bills and collects real estate taxes for several incorporated towns in Western Loudoun, including the Town of Lovettsville. Residents and businesses will receive single consolidated bills that include both county and town taxes as separate line items. Taxes will be billed in two installments per year (June and December).

A single payment should be made to the county by the applicable due dates of June 5 and December 5. Tax payment options and details can be reviewed here.

  • Checks: Submit one check payable to County of Loudoun.
  • Online: Tax accounts will show both county and town taxes. Online payments will be made through Loudoun’s online tax portal for both county and town taxes.

Payments should reference the Loudoun County real estate tax account number. Town tax account numbers will not be used for processing payments.

Annual Business License

Lovettsville Businesses

All businesses located in the corporate limits of Lovettsville must have an annual business license. This includes home-based businesses. New home-based businesses must complete a Home Occupation Permit before a business license can be issued. Click HERE for a application for a Business License Application for in-town businesses.

Out-of-Town Contractors

Construction trades with offices located outside of Lovettsville, but doing work within the Town, are also required to have a current business license. Meals Tax

All businesses that serve prepared food, beverages or both are subject to a 3.75% Town meals tax collected at the point of sale. The meals tax is remitted to the Town on the 20th of the month following the month the tax was collected. Contact the Town Office to receive Meals Tax Return forms as needed.
