S. CHURCH STREET AND EAST PENNSYLVANIA AVENUE WATER LINE AND STORMWATER IMPROVEMENTS
Crews are busy installing new water main and storm water drainage improvements on parts of S Church Street and E. Pennsylvania Avenue. Road/Closure Updates:
- Beginning Tuesday, August 29th E. Pennsylvania Avenue is closed until further notice from S. Church Street to S. Light Street between the hours of 7AM – 6PM due to construction activities. For your safety, both vehicles and pedestrians are asked to avoid the area during these hours. The Town Administrative building and parking lot are also closed except for appointments during this time. To schedule an appointment, contact the Town Office at (540) 822-5788. Payments may be deposited in the drop box outside of construction hours.
- S. Church will be closed from E. Pennsylvania Avenue to E. Broadway the week of September 5th.
The Town anticipates that the water line installation will be completed by September 8th. Following installation of the water line, lateral property connections and testing will start as early as September 11th. There will be a loss of water to properties on E. Pennsylvania Ave. and S. Loudoun St. during the connection process. The Town will provide more information as the project progresses. The project is currently expected to be completed by October 13th.

OLD TOWN ONE-WAY CONVERSION REVIEW
The review is included in the Transportation Master Plan (TMP): “Explore one-way conversions on narrow streets in the Old Town area. The goals of the review and possible conversion include increasing mobility choices, increasing safety, preserving infrastructure, improving drainage, replacing and upgrading utilities, and enhancing traffic flow and access to adjacent properties.”
The Town Council approved a contract with Wells + Associates to conduct a review and provide recommendations on June 8, 2023. They presented options to the public at the Infrastructure Committee meeting on August 8, 2023, and received input and feedback from residents and business owners. Town staff met with the consultant to discuss possible modifications to address public comments.

The modified designs will be presented to the Infrastructure Committee on September 12, 2023, and a public hearing is scheduled for September 28, 2023.

TOWN OF LOVETTSVILLE
PROJECT UPDATE
EAST BROAD WAY 2A STREETSCAPE IMPROVEMENTS
Status: The 90% project design documents are currently under review by the Virginia Department of Transportation (VDOT). Pending VDOT approval, construction is planned to begin no sooner than June 2024.
The Town’s Consultant, Volkert, Inc. is assessing affected properties and will be contacting property owners regarding the acquisition of right-of-way construction access. In accordance with the statutes of the Commonwealth of Virginia, and policies of the Commonwealth Transportation Board, LOVETTSVILLE TOWN COUNCIL held a public hearing on April 27, 2023 at 5:30 pm in the Town Council Chamber, 6 E. Pennsylvania Avenue, Lovettsville, Virginia on the Town’s East Broad Way 2A Streetscape Improvements project and the associated project design, tentative project schedule, environmental document and right-of-way requirements.

The project includes public improvements comprised of sidewalks, curb, gutter, streetlights, storm drainage, on-street parking spaces and landscaping, storm water management and drainage, waterline replacement, and pedestrian and vehicular safety in the corridor of East Broad Way from South Loudoun Street to South Church Street. Additional details concerning the project including design plans, schedule and funding are available for review at the Town Hall between the hours of 8:30am and 4:30pm weekdays or by special appointment, holidays excepted.
