S. CHURCH STREET AND E. PENNSYLVANIA AVENUE WATER LINE AND STORMWATER IMPROVEMENTS

The construction work to install storm drainage structures along E. Pennsylvania Ave. was temporarily delayed due to the discovery of a previously unmapped utility. That issue has been resolved, and work will resume this week, beginning Wednesday, November 2nd. Work is anticipated to continue until mid-December. Road closure updates:

E. Pennsylvania Avenue between S. Church Street and S. Light Street will remain closed Monday-Friday, 7am to 6pm. For your safety, both vehicles and pedestrians are asked to avoid the area during these hours. Parking, for businesses impacted by the road closure,  is available behind and across from Willow’s Vintage Charm on Church Street.

Town staff will continue to work onsite, but for safety reasons, the Town Administrative building and parking lot are also closed to the public except for appointments during this time. To schedule an appointment, contact the Town Office at (540) 822-5788. Payments may be deposited in the drop box near the museum outside of construction hours. Parking for the Municipal Complex is available behind Willow’s Vintage Charm on S. Church Street. In addition, other sections of E. Pennsylvania Avenue may be closed intermittently as needed. The contractor will work to mitigate impacts as much as possible.

S. LOUDOUN AND S. LOCUST STREETS PEDESTRIAN IMPROVEMENTS

The Town of Lovettsville is in the process of designing planned improvements to South Loudoun Street and South Locust Street between the Lovettsville Elementary School and East Broad Way. Improvements will include installing sidewalks, improved storm drainage, and minor roadway improvements to address speed and vehicular safety. Americans with Disabilities Act (ADA) compliant sidewalks will provide safe pedestrian access along the corridor from the center of Town. The project will also include making South Loudoun Street one-way southbound between East Broad Way and South Locust Street, consistent with the Town-wide Transportation Plan. Additionally, inadequate storm drainage and high speeds along the corridor will be addressed with the implementation of this project. The Town received $2 Million in Loudoun County grant funds and $5,744,100 in Virginia Department of Transportation (VDOT) funds that will go towards the anticipated total project cost of $7,904,100

Kimley-Horn delivered 30% design drawings on December 22, 2022 and the Town provided comments on January 13, 2023.

The Town is looking to gain feedback on the 60% drawings, dated June 23, 2023, from property owners along the project corridor, as well as local stakeholders. Comments and/or suggestions may be submitted via mail (PO Box 209), email ([email protected]), by completing the online form, or in person at Town Hall. Please submit all comments by Thursday, November 2, 2023.

A public hearing is scheduled for Thursday, October 12, 2023 from 5:00pm-6:30pm in Town Council Chambers located at 6 E. Pennsylvania Avenue, Lovettsville, VA 20180. The purpose of the public hearing is to provide information, answer questions, and obtain feedback and suggestions.

OLD TOWN ONE-WAY CONVERSION REVIEW

The review is included in the Transportation Master Plan (TMP): “Explore one-way conversions on narrow streets in the Old Town area. The goals of the review and possible conversion include increasing mobility choices, increasing safety, preserving infrastructure, improving drainage, replacing and upgrading utilities, and enhancing traffic flow and access to adjacent properties.”

The Town Council approved a contract with Wells + Associates to conduct a review and provide recommendations on June 8, 2023. They presented options to the public at the Infrastructure Committee meeting on August 8, 2023, and received input and feedback from residents and business owners. Town staff met with the consultant to discuss possible modifications to address public comments.

PROJECT UPDATE
EAST BROAD WAY 2A STREETSCAPE IMPROVEMENTS

Status: The 90% project design documents are currently under review by the Virginia Department of Transportation (VDOT). Pending VDOT approval, construction is planned to begin no sooner than June 2024.

The Town’s Consultant, Volkert, Inc. is assessing affected properties and will be contacting property owners regarding the acquisition of right-of-way construction access. The project includes public improvements comprised of sidewalks, curb, gutter, streetlights, storm drainage, on-street parking spaces and landscaping, storm water management and drainage, waterline replacement, and pedestrian and vehicular safety in the corridor of East Broad Way from South Loudoun Street to South Church Street. Additional details concerning the project including design plans, schedule and funding are available for review at the Town Hall between the hours of 8:30am and 4:30pm weekdays or by special appointment, holidays excepted.
